Victim Quick Response Program (VQRP)

The Ministry of the Attorney General funds two Victim Quick Response Program(VQRP), which are both administered by Victim Service providers in the province of Ontario, to provide timely assistance to victims, witnesses and immediate family members of the most violent crimes:

VQRP for victims of violent crimes that include attempt murder, child abuse, criminal harassment, domestic violence, hate crimes, homicide, serious assault, and sexual assault. This program can provide the following when no other publicly funded service is available:

  • Safety expenses which could include:
    • Emergency home repairs to secure the premises for the immediate safety of victims;
    • Emergency accommodation and meals where there are no secure housing options available
  • Practical assistance expenses;
  • Travel and related expenses;
  • Expenses for restoration of crime scene;
  • Counselling services and associated transportation expenses;
  • Funeral expenses for homicide victims.

VQRP-HT for victims, witnesses and immediate family members of HT victims. This program can provide the following when no other publicly funded service is available:

  • Practical assistance expenses;
  • Personal expenses (direct victims only)
  • Safety expenses which could include:
    • Emergency home repairs to secure the premises for the immediate safety of victims;
    • Emergency accommodation and meals where there are no secure housing options available
  • Travel expenses;
  • Expenses for restoration of crime scene (direct victims only);
  • Counselling expenses;
  • Residential treatment expenses (direct victims only).

Referrals

Eligible applicants must have reported the crime to an eligible service such as police service, DV shelter, sexual assault center, hospital, child protection authority or other agency including indigenous organization.  Eligible applicants may also contact the Victim Service provider directly, however, a Criminal Code offense must have occurred and been reported to a Police Service or community agency providing service to victims.  Criminal charges do not have to have been laid.
